Pacific communities are having a greater say in how Porirua City Council delivers everyday services, from the garden at the new Cannons Creek Library to translation support at Whenua Tapu Cemetery and improvements to parking and waste management.

The changes are highlighted in a second-year progress report on Ola Kamataga, Beginning of Life 2024–2027, Porirua’s first Pacific Strategy, presented to the council’s Te Puna Kōrero committee on 9 October.

Adopted in October 2023, the strategy was developed with Pacific residents, businesses, community organisations and service providers to ensure their priorities influence council decisions.

Pacific people make up more than a quarter of Porirua’s population, making their participation particularly important in shaping the city’s future.

One example is Ngā Kete Mātauranga, the new Cannons Creek Library, which opened on 28 September. Pacific community members helped design its garden, ensuring local voices were included in developing the new public space.

The report also highlights translation support at Whenua Tapu and community involvement in parking and waste management services.

Within the council, 192 staff have completed Yavu cultural capability training delivered by the Ministry for Pacific Peoples. The training aims to improve staff understanding of Pacific cultures, values and ways of working.

Perenise Ropeti, the council’s Pacific Strategy manager, said the work had progressed beyond individual cultural initiatives.

Pacific considerations are now included in council procurement policies, project governance, capital works planning and reporting to senior management.

“This indicates a move from pilot activity to standard operating procedure,” Ropeti said.

Community participation has also been a significant part of the strategy.

The inaugural Pacific Business Fono attracted 63 participants, bringing together people from the local business community. Quarterly Pacific Night Markets have averaged around 35 stallholders, providing opportunities for local businesses and families to connect.

Three emergency management workshops have been delivered specifically for Pacific communities, helping residents prepare for emergencies.

The council has also supported flag-raising ceremonies for all 12 Pacific Language Weeks, recognising the different languages and cultures represented across Porirua.

The next Pacific Night Market is scheduled for 11 December, from 5.30pm to 8.30pm at Te Akapuanga, the Cook Islands Hall in Cannons Creek.

Mayor Anita Baker welcomed the progress and acknowledged the contribution Pacific communities make to the city.

She said identity and belonging remained important parts of the strategy, reflected in Pacific cultural performances, library displays, community events and exhibitions at Pātaka Art + Museum.

The council is now planning a review of Ola Kamataga in 2027, involving the Porirua Pacific Services Network, Pacific business representatives and young people.

That review will consider whether the strategy continues to reflect community priorities and establish longer-term measures for employment, procurement and Pacific representation.

While the latest report highlights increased participation, staff training and changes to council practices, the next stage will be to measure how those efforts translate into lasting benefits for Porirua’s Pacific communities.
