Porirua Deputy Mayor Kylie Wihapi has died suddenly, with Mayor Anita Baker paying a heartfelt tribute to a much-loved colleague, friend and community leader.
In a statement on Saturday 31 October, Mayor Baker said she was numb with shock and disbelief at the loss of someone who had given so much to Porirua.
“She was such a vibrant, outgoing and generous person, full of life, warmth and a deep love for all of Porirua.”
Deputy Mayor Kylie Wihapi had served on Porirua City Council since 2016 and made history in 2022 when she became the city’s first elected Māori ward councillor. She was appointed deputy mayor that year and reappointed following the 2025 local elections.
Her commitment to Porirua extended well beyond the council chamber. She championed opportunities for young people, harbour health and stronger communities.
Kylie was also actively involved in local netball, coaching teams, serving as netball convener at Aotea College and umpiring for Kapi Mana Netball.
For Mayor Baker, the loss was deeply personal.
“I have lost a trusted adviser and friend, and her fellow councillors have lost a much-loved colleague.”
Mayor Baker said there would be more to say about Kylie’s contribution in the days ahead, but her immediate thoughts were with her whānau.
She extended her deepest sympathies to Kylie’s husband Adam, son Cooper, stepson Arama, parents Marlene and Rob, her brothers and wider family.
“My heart breaks for them,” she said.
Mayor Baker ended her tribute with words reflecting Kylie’s lifelong commitment to the city.
“Kylie was Porirua through and through. She loved this city, believed in its people and worked tirelessly to make it a better place.
“We will miss her terribly.”
